DIA Art: Who Owns It And What is it Worth

I am taken back by the fact that creditors, including pensioners, are about to be asked to vote on Detroit's bankruptcy plan when no one has clarified how much of the art work at the DIA is owned by the city and how much it is worth. Further, no one has put a value on the Detroit Water and Sewage Department and there is no resolution as to who will be operating the DWSD. It is like buying a pig in a poke. Who should be blamed for this? This really messes up the report card on how the bankruptcy has been handled..... http://lstrn.us/1du5mxI
